The Supreme People’s Court has upheld administrative penalties imposed on Huang Chemical concerning findings of price-fixing and market allocation arrangements in the camphor active pharmaceutical ingredient sector. The decision reinforces the application of China’s anti-monopoly framework to conduct involving horizontal coordination among competitors. Such practices are recognized as capable of distorting market pricing mechanisms and undermining fair competition within upstream pharmaceutical supply chains.
