Announcement of the National Medical Products Administration and the General Administration of Customs on Matters Concerning the Pilot Implementation of Electronic Customs Clearance for Imported Medicinal Products at Beijing Ports

The National Medical Products Administration and the General Administration of Customs have introduced a pilot for electronic customs clearance documentation for imported medicinal products, including medicinal materials, at Beijing ports. Effective from 21 September 2026, the initiative advances the digitalisation of pharmaceutical import procedures.

Through the China International Trade “Single Window”, companies can submit applications online and obtain an electronically sealed clearance certificate for download and printing. Electronic documents carry the same legal effect as their paper counterparts, while registration and permit verification are integrated into the digital workflow.

For pharmaceutical importers and logistics partners, the reform places document quality and internal coordination at the centre of efficient import operations. Consistent verification, secure retention of electronic certificates and clear responsibilities between importers and their representatives will support the transition to digital processing.
