The National Healthcare Security Administration (NHSA) has issued the 15th Five-Year Plan for Universal Healthcare Security, setting out the principal objectives and policy priorities for the development of China's healthcare security system during the 2026–2030 period.
The Plan focuses on strengthening the sustainability and effectiveness of the multi-tiered healthcare security system, improving basic medical insurance coverage and benefits, and reinforcing the management and supervision of healthcare security funds. It also addresses the development of long-term care insurance, the improvement of medical service pricing and pharmaceutical procurement mechanisms, and the use of digital technologies to enhance healthcare security administration. Particular attention is given to supporting access to innovative medicines while maintaining the financial sustainability of the healthcare security system.
For healthcare institutions, pharmaceutical companies and medical device manufacturers, the Plan provides a strategic policy reference for understanding the future development of reimbursement arrangements, medical service pricing, centralised procurement and healthcare financing. Its provisions primarily establish policy objectives and implementation priorities, rather than introducing immediate changes to individual reimbursement entitlements or product-specific market access requirements.
